Ponca City, We love you writes "A gun that fires variable-speed bullets that can be set to kill, wound, or just inflict a bruise is being built by a Lund and Company Invention, a toy design studio that makes toy rockets powered by burning hydrogen obtained by electrolyzing water. The company is being funded by the US Army to adapt the technology to fire bullets instead. The new weapon, called the Variable Velocity Weapon System or VWS, lets the soldier use the same rifle for crowd control and combat, by altering the muzzle velocity. It could be loaded with 'rubber bullets' designed only to deliver blunt impacts on a person, full-speed lethal rounds, or projectiles somewhere between the two. Bruce Lund, the company's CEO, says the gun works by mixing a liquid or gaseous fuel with air in a combustion chamber behind the bullet. This determines the explosive capability of the propellant and consequently the velocity of the bullet. 'Projectile velocity varies from non-lethal at 10 meters, to lethal at 100 meters or more, as desired,' says Lund. The existing VWS design is a .50 caliber (12.7 mm) rifle weapon, but Lund says the technology can be scaled to any size, 'handgun to Howitzer.'"

A US federal appeals court today struck down COPA, the Child Online Protection Act, a Clinton-era censorship law that the Justice Department has been struggling to get implemented for a decade. (The ACLU filed suit as soon as COPA was signed in 1998 and won an immediate injunction.) The battle has made it to the Supreme Court twice, and the DoJ has essentially never gotten any satisfaction out of the courts. This was the case for which the DoJ famously went trolling for search histories. In the ruling issued today, the 3rd US Circuit Court of Appeals upheld a lower-court ruling that COPA violates the First Amendment because it is not the most effective way to keep children from visiting adult Web sites. The law would require sites to check visitors' ages, e.g. by taking a credit card, if the site contained any material that is "harmful to minors," whatever that means.

A northern Virginia spa is making big waves by offering fish pedicures. John Ho and Yvonne Le have been offering the treatments for four months in their salon, Yvonne Hair and Nails. Customers place their feet in tanks of water where tiny carp eat the dead skin. The couple says over 5,000 people have had the skin eaten off their feet so far and John hopes to start a chain of Doctor Fish Massage franchises and is evaluating a full-body fish treatment. I think Mr. Ho is on to something here. It shouldn't be that hard to teach my lab to give French manicures, she chews on her own nails all the time.

Excerpting: "As Elie Wiesel said, 'the opposite of love is not hate, it is indifference.' LinuxHater really doesn't hate Linux, despite the name. No one takes that much time to point out flaws in a product that they completely loathe and despise. The complaints are really cries of frustration with a system that just doesn't quite do what is desired (albeit well disguised). A friend pointed out to me that the best way to parse LinuxHaters blog is to treat it as a series of bug reports. A perl script could probably parse out the useful information from them and log them as technical bug reports to the projects LinuxHater is writing about. Deep down, I believe LinuxHater really loves Linux, and wants it to succeed."

Even before the conference started, a slew of studios announced they wouldn't be taking part, citing high costs and other 'business reasons.' At the conference itself, 'there were no huge game announcements, and Microsoft didn't even bother having Bungie show up to talk about the next Halo release, claiming that the company wanted to "shorten the presentation."' Electronic Arts CEO John Riccitiello said he 'hated' E3's new format, adding 'either we need to go back to the old E3, or we'll have to have our own private events.' Crave also noted there are no solid plans for next year's show. On the other hand, people have predicted E3's demise in previous years, and they turned out to be wrong."

The premise is to have bots crawl the web looking for stories about disease outbreaks and log them onto a map. '"We were originally thinking about how we could expand disease surveillance and pick up outbreaks earlier than traditional methods," said John Brownstein of Harvard Medical School and Children's Hospital Boston, who created HealthMap in September of 2006 with Clark Friefeld, a software developer at Harvard Medical School.' But then it was noticed by Google.org and has since grown into its own website, HealthMap Global disease alert map, and claims to be able to identify 95% of all disease outbreaks, some of them before WHO or CDC."

An anonymous reader writes "Stephen Spoonamore, founder of IT security firm Cybrinth and former advisor to John McCain, claims he has new evidence of election tampering by Diebold in the 2002 Georgia gubernatorial and senate races. A whistleblower gave Spoonamore a patch that was applied to Diebold machines in person by the Diebold CEO. Spoonamore confirmed that the patch did not correct the clock problem it supposedly addressed, but contained two parallel programs. Without access to the hardware, he could not learn more. He reported his findings to the Justice Department, which has not acted."

Currently the KOTOR MMO is slated for a 2009 release. "BioWare's first Star Wars: Knights of the Old Republic game was released in 2003 for the original Xbox and PC, and was named the year's top RPG by GameSpot. An Obsidian Entertainment-developed sequel was released in 2004 and 2005 on the same two respective platforms. Both critically acclaimed games are set several thousand years before the events of the Star Wars films, and cast players as adventurers who eventually become powerful Jedi Knights."

Unfortunately, the "stand against child porn" isn't actually a stand at all, it seems — more like ignoring the issue while trying to snag some headlines and good will. "Taking a stand against child porn wouldn't be overly aggressively blocking access to internet destinations that may or may not have porn (and there's no review over the list to make sure that they're actually objectionable). Taking a stand against child porn would be hunting down those responsible for the child porn and making sure that they're dealt with appropriately... Also, this sets an awful precedent in that the ISPs can point out that it's ok for them to block "objectionable" content where they get to define what's objectionable without any review."
